  5.     Faced with the most alarming report yet on the state of the
  6. earth's ozone layer, President Bush declared last week that the
  7. U.S. will halt production of ozone-destroying chemicals by the
  8. end of 1995. That's four years sooner than an international
  9. treaty dictates, but not as fast as environmentalists would
  10. like. "It's a modest improvement but by no means aggressive,"
  11. says Liz Cook of Friends of the Earth in Washington.

  13.     The change won't faze major manufacturers of
  14. chlorofluorocarbons, the main chemical culprits in the
  15. ozone-destruction scenario. Such firms have already developed
  16. ozone-friendlier substances, and can take the new deadline in
  17. stride. The real burden, both technical and financial, will fall
  18. on makers of CFC-reliant appliances like refrigerators and
  19. air-conditioning systems. They will be under pressure to quickly
  20. modify their products to accommodate the substitute chemicals
  21. -- a process destined to make such appliances more costly to
  22. consumers.
